New MDH Bulletin on Nursing Facility Quality of Life Federal Guidance Changes

The Minnesota Department of Health (MDH) has released Information Bulletin 09-10 to inform nursing facilities about joint implementation of Centers for Medicare and Medicaid Services (CMS) Nursing Home Regulatory Guidelines 09-31 Quality of Life & Environment, and 09-39 Food Procurement and to announce a statewide telephone call regarding these changes scheduled for July 23, 2009.

Background
MDH and Nursing Home Stakeholders note that Minnesota’s Culture Change Coalition, through joint surveyor/provider training, has promoted and advanced many of the revisions to these new regulatory revisions over the past several years.

Implementation of Guidelines

1. The Minnesota Department of Health (MDH) will implement these guidelines effective August 1, 2009.

2. Individualized facility staff should review the guidelines and review the following educational resources:

Quality of Life and Environment

Food Procurement and Self Determination and Participation

3. A focused follow-up joint provider and surveyor Q&A phone call on Thursday, July 23, 2009, from 1-2 p.m.

To prepare for this call, participants should read the documents under Quality of Life at the MDH Clinical Web window prior to the phone call.  These can be accessed at
