DHS Releases Version 5.1.2 of Elderly Waiver Customized Living Tools
By Phil Manz On October 25, The Minnesota Department of Human Services (DHS) released Version 5.1.2 of the Elderly Waiver Customized Living Tools. The EWCL tools page links to a number of documents, including a list of the changes in the tool that were made since version 5.1.1 was released on October 15, as we reported last week. An unspecified number of reported problems with version 5.1.1 were corrected, and an error report that is generated by DHS to care coordinators is also addressed, with details on the error report available here. We have been in communication with DHS about the implementation of item 22c that was added in version 5.1.1 of the tool: “Provider Private Pay Rate: If the provider has an established private pay rate that would apply if the client were not on EW, enter it here. The final rate calculated may not be more than the private pay rate.” While we understand that public pay rates may not exceed comparable private pay rates, we are hopeful that DHS will be amenable to a suggested change whereby a provider would merely acknowledge that the Elderly Waiver rates do not exceed the provider’s private rates.
