MDH Announces New Class F and Class A Home Care Agency Survey Documents and Tools
By Doug Beardsley In a somewhat surprising move, the Minnesota Department of Health (MDH) recently posted a series of new documents to be used by surveyors conducting Class A and Class F Home Care Agency Surveys. The move was surprising only because Care Providers of Minnesota was not provided the opportunity to review or comment on the new tools before they were posted. MDH intends to begin utilizing the new tools on November 1, 2011. MDH has provided version dates of 11/2011 for all the new documents. Most of these new forms and tools are excellent and will provide more consistent guidance to surveyors, while providing home care agencies better insight into what surveyors will be looking for. Most of the new forms will also make it a bit easier for home care agencies to conduct internal quality assurance checks to verify ongoing compliance with Minnesota home care rules. Once MDH released the new documents, Care Providers of Minnesota did provide MDH staff with comments on the new forms, as some forms appear to give direction and ask questions that we believe are outside of the current regulatory scope and authority. To date, MDH has not provided any response regarding our concerns. Click on each of the following new Class F forms to review the new or revised survey form: 1. Guide to the Survey Process for Home Care Providers MDH has also posted a new version of acceptable training language to comply with the required staff orientation to home care requirements. Orientation to Home Care Services As a reminder, any individual applicant for a class A or F home care provider license and anyone who provides direct care, supervision of direct care, or management of services for a home care agency must complete an orientation to home care requirements before providing home care services to clients. The orientation need only be completed once. The orientation training required by this part may be provided by a class A or F home care provider licensee or may be obtained from other sources. The commissioner must provide a curriculum and materials that may be used to present the orientation (the link above will bring you to the latest version provided by the commissioner).
