DHS Releases Version 5.1.3 of Elderly Waiver Customized Living Tools

On November 2, The Minnesota Department of Human Services (DHS) released Version 5.1.3 of the Elderly Waiver Customized Living Tools.  The specific changes that were made in this latest version of the tools are here.  As reported in last week’s story on the version 5.1.2 update, we advocated with DHS about the private pay rate box, and the following changes were clarified in the change history:

a. The prompt for the Private Pay rate box was modified and context help was added to clarify the intent and use of this box.  If the case manager can determine that the Private Pay rate for a package of services equivalent to the services in the CL Plan is less than the CL rate, the value must be entered here.  If an equivalent rate is not readily available, but it is clear the public rate is less than or equal to the private rate the box should be left blank.  Do not spend significant time trying to calculate a Private Pay rate if it can be determined it will exceed the public rate, and in any case, do not enter rates that are not equivalent.

b. Private Pay Option Drop-Down box.  This drop-down option box was added to clarify the value in the Private Pay box, or to allow the box to be skipped with an explaining condition.  If it is difficult to get an equivalent rate, but you know the Private rate is greater than or equal to the Public rate, select option 1.  If you cannot determine if the Private Rate is above or below the Public Rate choose option 2.  If you have determined the Private Rate and it is less than or equal to the Public rate, enter the rate and select option 3 from the drop-down.
