DHS Outlines Process and Payment Policies when Nursing Facility Evacuations Occur Due to Disasters

With the possibility that the spring thaw may bring flooding and the evacuation of nursing facility residents in parts of Minnesota, the Minnesota Department of Human Services (DHS) recently communicated the following to Care Providers of Minnesota:

Here’s the process that DHS is planning to use in the event of a disaster, such as a flood that leads to a nursing facility evacuating in order to protect the health and safety of residents:

  1. DHS will pay the normal per diem rate to the evacuating facility until such time as residents are formally discharged.
  2. DHS will pay a set amount to sheltering facilities of the statewide average operating payment rate, $132.86.
  3. DHS will consider individual facility concerns regarding the adequacy of the amount determined, such as high case mix average of residents sheltered or other unusual circumstances.
  4. Evacuating facility is requested to notify DHS ASAP of names and destinations of evacuated residents, using a form to be provided on the DHS website, and will notify DHS when residents are returned.
  5. DHS will confirm with sheltering facilities, will calculate payment amounts after residents return to evacuated facility and will notify both evacuated and sheltering facilities of the amounts.
  6. Payment amounts determined will be paid to the evacuated facility, which in turn, will pay sheltering facilities.

Read necessary disaster information from DHS (still needs some updating).
