DHS Announces Request for Proposals to Develop PACE Contracts and Preliminary Proposed Rates for Minnesota
By Phil Manz The Minnesota Department of Human Services (DHS) has issued a Request for Proposal (RFP) for the Program of All-Inclusive Care for the Elderly (PACE) Organization Development Contract. Minnesota will pay PACE organizations a capitated rate which includes Medicare cost sharing to the extent it is provided through Medicaid. Minnesota’s rate setting proposal for PACE has been submitted to CMS and is currently pending approval. The State intends to select up to three respondents with whom to enter into a development contract between the State and the qualified responder to produce a provider application for submission to the Centers for Medicare and Medicaid Services (CMS). This submission to CMS is intended to result in a three-party PACE program agreement. In addition to entering into a development contract with the State and completing the three-party PACE program agreement, successful responders must each enter into a two-party agreement (PACE contract) with the State a minimum of 30 days prior to the start of operation. The term of the initial development contract is anticipated to range from 12 to 24 months, with the option for one extension. Two optional responder's conferences will be held. The first responder's conference was held on March 24. The second responder's conference will be held on Monday, April 18, 2011 at 9:00 a.m. Central Time at the Elmer L. Andersen Human Services building (located at 540 Cedar Street, St. Paul, MN 55155). Responders interested in attending the second session should register online. The deadline for receipt of proposals is June 24, 2011, 4:00 p.m. Central Time. Late, faxed and emailed proposals will not be considered. Other department personnel are NOT allowed to discuss the Request for Proposal with anyone, including responders, before the proposal submission deadline. Proposals submitted in response to this Request for Proposals must be received at the address below no later than 4:00 p.m., Central Time, on June 24, 2011. Late proposals will NOT be considered.
