Nursing Facilities May Now Submit Census Data Collected for the Transition to the MN RUG-IV on January 1, 2012

Nursing facilities are now able to submit their 2011 transition report for the January 1, 2012 transition to the MN RUG-IV to Minnesota Department of Human Services (DHS) Nursing Facility Provider Portal.

In order to calculate revenue-neutral conversion rates, it is necessary for providers to collect (and then submit) census data by payor source for the 6-month time period beginning on January 1, 2011 and ending June 30, 2011, under both the RUG-III and RUG-IV class systems.

To access the Nursing Facility Provider Portal go to https://nfportal.dhs.state.mn.us/PortalLogin.aspx?ReturnUrl=%2fDefault.aspx.

According to a recent DHS communication, here are a few updates on the data submission process:

  • The due date for submitting the 2011 transition report is not and will not be extended because of the state shutdown. It is due by 11:59 p.m. on August 15th, 2011.
  • There was a problem with the DHS system that prohibited people from uploading their data into the provider portal during the shutdown, but that has been resolved.
  • Some facilities have successfully entered or uploaded their data into the provider portal and have submitted it to us.
  • Nursing facilities will be able to tell from looking in the provider portal whether or not DHS has received the 2011 transition report. If the 2011 transition report has been successfully submitted to DHS, there will be a message posted telling providers the report was submitted successfully (i.e., look under “2011 Transition Report” and it will tell you the date the 2011 transition report was received).
  • On the transition report itself, nursing facilities cannot leave any cells blank. For example, if the nursing facility had zero ES3 Medicaid days, they need to enter the number zero into that cell.
  • Nursing facilities can upload and re-upload their data tracking tool multiple times, but they can only submit the report once. Once it is submitted nursing facilities will not be able to access it or alter it; they will have to call DHS for assistance.
