Planned Closure Rate Adjustment Applications for Nursing Facilities to Be Accepted Until October 31, 2011
By Todd Bergstrom While legislation was passed this year that stated, "beginning July 16, 2011, the Department of Human Services (DHS) will no longer accept applications for planned closure rate adjustments program," DHS recently announced that it will continue to accept applications until October 31, 2011. According to federal requirements, DHS must announce a change to the Medicaid nursing facility program prior to implementing the change. Due to the state government shutdown, no notice was provided prior to the July 16, 2011 date. As a result, DHS will formally announce the new October 31, 2011 planned closure rate adjustments (PCRA) program application deadline in the October 3, 2011 edition of the State Register. A provider’s application will eligible for a PCRA if postmarked or in possession of DHS by October 31, 2011. Facilities that have approved planned closure applications that have not yet been implemented are allowed to receive the planned closure rate adjustment if the facility begins the closure process within eighteen months of the date of the approval.
