DHS may use EWCL tool for payment to some BI and CADI providers in 2013
By Phil Manz The Minnesota Department of Human Services (DHS) is proposing the use of the elderly waiver customized living workbook, without the case mix caps or the component rates, as the rate setting methodology for 2013 payments to establishments that
DHS has not indicated what component rates would be used; we expect a more detailed proposal by the end of March. The elderly waiver customized living workbook would replace the draft rate framework of the (BI, community alternative care (CAC), CADI, and developmental disabilities (DD)) Rate Setting Methodology Initiative. The change was communicated in writing in the EW customized living tools release notes which were sent to county staff on December 15. The update indicates that, “Beginning January 1, 2012, the CL tool will welcome a new group of users. As part of the Disability Services Division’s current rate setting initiatives (RSMI) the CL Tool will be used for all CADI and BI (formerly TBI) CL clients in homes with 6 or more residents.” We believe that statement is inaccurate, because DHS staff have communicated in two recent public forums that full implementation will commence on January 1, 2013.
